Institutional stability. La Rioja has significant institutional stability, which encompasses all levels of regional and local government, providing the necessary security for investments.

Favorable social atmosphere. La Rioja enjoys a favorable social climate due to good relations among the regional government, businesses and unions. A reflection of this situation is the low rate of labor conflict, among the lowest in Spain.

Competitive and innovative business environment

Operating costs in La Rioja are among Spain's most competitive. They are below the average for both Spain and European Union countries.

Highly qualified population

La Rioja has trained, efficient and highly motivated human capital. Training and education levels are high, and the region has among the highest proportions of working-age population with education in Spain, as well as a large proportion with university studies.

Exceptional location and communications

Location. La Rioja is a small region located in the natural axis of the Valley, forming part of the small group of Spain ’s most prosperous regions. The region is at a crossroads between two of the most important economic and transportation axes in Northern Spain: the Ebro Valley and the Pilgrimage Route to Santiago de Compostela, an exceptional strategic location with superb links to Madrid, Bilbao, Barcelona and Valencia, as well as a natural route to the rest of Europe through France.

Transport infrastructure (road, rail and air). Ongoing improvements to the transportation infrastructure, with significant work on the highway network, the future creation of a high-speed rail line and airport consolidation make La Rioja an open, easy to cross territory which is becoming increasingly more attractive and taking on a greater profile abroad.

Availability of industrial land

La Rioja has a large number of industrial zones located throughout the region and is developing new locations on an ongoing basis in response to company requirements for growth and to attract new projects.

High quality of life

La Rioja is also known for its excellent quality of life and the open nature of its people. Art, history, nature, tradition and gastronomy all come together in the region, astonishing all those who visit. The people of La Rioja enjoy all the advantages of living in cities of limited size, without having to give up access to a wide range of services (education, health, culture, leisure, sports). All of this, together with a very safe environment, make La Rioja an ideal region in which to live and work.
